Stupid people can't reproduce if you put them all behind an electric fence! They wouldn't be able to work out the mechanics and they would all die out...

Actually, the stupid people would reproduce until they filled the entirety of the available space within the fence.
Of course, you could always put them behind pictures of a fence . . .
