You've never heard of the BBC quiz "I'm Sorry I Haven't a Clue"? (Hint -- this whole thread is about it...) It is a game played on that programme.
As for the rules, the version I have is called "Mornington Crescent: A Simplified Strategy Guide" (Marchmont Press, 1982), which I found in a second hand bookshop in Castle Cary a couple of years ago. Unfortunately I'm pretty sure it's out of print, though you may be able to find a version in a specialist or second hand book catalogue.
Failing that, there's always Google.
