When you see someone you lust after, when is it alright to follow that up?

Isn't it true that most all love starts as lust?

How do we know when it's right to answer to our urges?

unless it is either legally wrong or would put the person lusting in danger, one may pursue it unless and until the object of desire rejects it.

Acceptance is quite a different matter
