Towards the end of the short report you will find that gay partners of Israelis who are foreign nationals will now have 'problem-free' residence permits in the country. The important thing here is that gays and hetero's are treated equally.
Shinui ("Change") is a liberal party that is gnashing its teeth and staying in the coalition government in order to effect human rights changes such as this. I am pleased that I voted for them in the last election: they're doing what they promised - which too is a breath of fresh air!

I'm not quite sure what you mean. The purpose of this legal change is to make it possible for non-Israelis who wish to live in Israel with their partner to acquire all civil rights available to a non-national. Until now the partners of gays have had the status of a tourist, which was very restricting. Now they will be able to obtain almost all social and civil rights without taking out citizenship (which is complicated). I hope this helps.

What if the person wishing to have his partner join him is of palestinian heritage?
Will the same rights and privileges be extended there as well?

I admit that was my first thought. However, even if it is not available for Palestinians I do see it as a positive step. I feel we should investigate it and lobby for any needed amendment if if does not work for the Palestinian/Israeli mixed couple.

What is the status of residents of israel which are from palestinian heritage?
Are they citizens?
Are there separate laws that govern each faction?

I can answer your question "authoritatively" because this topic has been aired fully in news broadcasts all afternoon and all evening.
The answer to your question is: yes, it includes Palestinians.
Apparently this measure was the result of co-operation between the minister and the Israeli Lesbi-Gay Association. They were particularly concerned with the plight of Palestinian partners. They are difinitely included - by design.
This measure has roused the ire of the right-wing religious reactionaries (of course) but they feel themselves to be powerless.

And I am jealous.....
I really wish our so called leaders could see to reason. All they seem to be concerned with is their own egos rather than the rights of their people.

Palestinian Arabs who are Israeli citizens are full citizens with all rights. They are represented in the legislature and so forth. There is one duty from which they are excused: they do not have to do army service so as not to put them in a situation in which they might have to fight their own people. There are about one million Palestinian Arabs who are citizens of the State of Israel.
Palestinians who are citizens of the Palestinian Authority can only enter Israel if they have a work permit: thousands of them work in Israel because otherwise they would not be able to find work at all.
BTW, there are also many foreign workers in Israel as well, especially from Thailand and Africa: the situation is not as you see it depicted on your TV screens.

Why do you say that you wouldn't have written the previous and then ask forgivness?
I don't have cable TV as I feel it is essentially worthless. I try and keep up on events by way of the computer through news agencies and the like but as you say, sometimes they don't give the entire or most accurate representation at their disposal.
The reason I asked about palestinian status was because I didn't know.
I'm sorry if I accidently tred on thin ice here.
Oh, and one more thing.... Please, never feel you need forgivness for making someone aware of facts otherwise unknown to them. Learning and understanding is never wrong.
