when things get "sticky" and the site does not reply a "trace route" shows if the issues are the site itself or the route to the site.

If you use the following process (on an M$ operating system):

START
RUN

enter "cmd" or "command" without the quotes

when you get the command prompt type "tracert iomfats.org" without the quotes

Wait while the screen fills with meaningless drivel (or valuable technical information). In general the "delay" at each node on the route should be less than 100ms
