This probably due to my own indolence that I don't know, but what are the arrangements for 'divorce' and creating a new partnership?

Rather similar to divorce, actually. The invaluable HM Government booklet (see http://www.womenandequalityunit.gov.uk/civilpartnership/cpguide2005.pdf )gives more guidance, but it's basically 2 years separation (uncontested) or desertion, 5 years separation (contested), or "unreasonable behaviour" (eg domestic violence ands stuff).

Usually a County Court business: even if there's an agreed financial etc settlement it needs formal recognition of the ending of the partnership.
