Something to bear in mind, though, is that you may have to work on it to be 'properly' out; most of the time, people simply don't ask. I hinted that I was gay on my web site for months, even years, and no-one in real life noticed.
So, for the people who you know the best -- the people for whom you coming out will be most significant -- you may have to go round telling them for a while, as otherwise they will either make an assumption one way or the other, or will think it impolite to question you. In a country like the UK, at least, it's not something that matters to most (young) people, and therefore it's not an especially exciting piece of gossip that will self-propagate easily (though it's still more interesting than someone being straight).
In my case, I'm happy about that and don't tell most people I'm gay or bisexual or whatever, even though I'm open if they ask: it'll become clear to them when it matters, in other words, when I have a long-term boyfriend (or girlfriend: well, then it won't become so clear, but it will be interesting to study people's reactions).

Y'know, for a long time I wasn't sure exactly what to say in this situation. "Congratulations" seems weird, since it's not so much something worth congratulating, but a recognition of something that's been there all along. In the absence of anything more appropriate, "good for you" will have to suffice.
