I have never liked baggies for obvious reasons, but I think the rise of loose clothing came with the gradual social emasculation of men as feminism grew in prominence.

What I don't understand is that girls like looking at sexy boys. But the boys cover up because they don;t want to "be gay", thus depriving the girls of the view.

I think that article is a bit of a stretch.
I think it hit the nail on the head with the introduction of hip-hop and alternative music (grunge) as the originators of baggy clothing, but I don't think those movements where a reaction against homosexuality.
In relation to Alternative Music, I think it was more a reaction to glam and hair metal and the theatrics that went along with those than any idea of homosexuality.
On another note, I think form fitting clothing is making a comeback.
