The challenge with hugging and schools is not the spontaneous displays of affection. It is, instead, the "All over each other like a rash" heavy petting that is, quite rightly, barred from schools.
As a head teacher, how do you draw the line? How do you specify the type of hug that is acceptable? How do you prevent sexual harassment or abuse?

The difficulty is that schoolkids as a mass try very hard to push the limits of what is allowed. We've all been there and we've all pushed.
Equally there are many heads and staff who are not fit to have charge of children.
Put those two elements together, especially with a culture of political correctness, and you get idiotic decisions taken that then spread as "common sense" without being challenged to areas where they should never be considered.
As a head one simply may not allow sexual behaviour in school. It may take place, but one may not sanction it. The hug has thus been consigned to the bin of sexual behaviour.
