From the Treaty of Tripoli, 1796. Passed unanimously by the Senate and the House of Representatives:

"ARTICLE 11.

As the government of the United States of America is not in any sense founded on the Christian Religion,-as it has in itself no character of enmity against the laws, religion or tranquility of Musselmen,-and as the said States never have entered into any war or act of hostility against any Mehomitan nation, it is declared by the parties that no pretext arising from religious opinions shall ever produce an interruption of the harmony existing between the two countries."

The treaty remained in effect for only four years, replaced, after more war with Tripoli, with another treaty that does not have the famous words included.

Only the Senate (remember it took a Constitutional Amendment to change the way we put Senators into power, elected by legislatures of the states) has the authority to agree to the terms of a treaty. That was done to ensure that the House (elected by the people) would have no business in dealing with foreign affairs unless through compromise with the Senate in laws governing the nation. Treaties have nothing to do with the House but are offered by the President (decided by electoral college). When we look at the history of separation of powers the People had very little say as to how the federal government was run. Supreme Court not elected but appointed good thing that won't change anytime soon. We don't need any more partisanship on the courts right now.
