These padlocks are locked onto a grill on the railway bridge across the Rhine at Cologne and then the keys are thrown into the river to symbolise the eternal love of those named. Closer inspection will reveal that these are all boys' names. I have never seen this done in Germany before, but have seen it on bridges over water in Latvia.

I dream of boys with big bulges in their trousers,
Never of girls with big bulges in their blouses.
…and look forward to meeting you in Cóito.

I wonder how many are unrequited love, put there as a talisman to try to make it happen.
The writing seems newer than the padlocks, though...

The Latvian tradition is that the padlocks are locked by the partners together, and the keys are thrown away together.
Tut, Timmy, the writing is bound to be newer than the padlocks. Think about it.
