Now, given the current uproar regarding Iris Robinson, MP from Ulster, sleeping with a 19 year old at age 60, Consider this article or actually two that graphically illustrate the profound difficulty in curbing certain activities especially by hormonal driven adolescents.
My question is; Who do you blame? Parents? Adults? Society?

It gets quite complex, doesn't it? This is defined as "sexual tourism" and one has to beware not only the law where one performs whatever one performs, but the law where one lives.
Who is to blame?
Sorry, Brody, but the popular news media is to blame for creating the illusion in society that there is a sexual predator under every bush. Rational folk will say that the woman has done nothing wrong. Tabloid reading folk will scream "Paedophile", and the police will make arrests.
In the UK this case would probably come under the list of "not in the public interest to prosecute", but she is likely to have been arrested and charged.
