So a retired general says "Dutch Troops failed to defend against the 1995 genocide in the Bosnian war because the army was weakened, partly because it included openly gay soldiers."

Wow that is pretty extreme trying to imply that the United States military will be completely over run and destroied if we allow gay people to serve in the military openly.

I think part of the problem with the US military in those days was total lack of filtering out crap officers based on bigotry and lack of intelligence. The man says:
Sheehan said European militaries deteriorated after the collapse of the Soviet Union and focused on peacekeeping because "they did not believe the Germans were going to attack again or the Soviets were coming back."
Now he has a right to be a total imbecile. I think your alleged right to free speech guarantees that, but his statement would have been sufficient cause for military action against the USA a few generations ago.
The USA may have bigger and better toys, but it doesn't seem to have better soldiers. And it sure as hell fails to win my heart and mind with this prick giving some alleged form of evidence! How aggravating that he has bred and passed those genes on.

The good thing about that report is that the chairman told him he was totally off target.

By Brody Levesque (Washington DC) Mar 19 | Members of the government of the Netherlands are angered by claims made in a U. S. Senate hearing yesterday on the repeal of the 'Don't Ask, Don't Tell' policy, by retired U. S. Marine General John Sheehan. Speaking to a group of journalists in a press conference today, the Dutch prime minister, Jan Peter Balkenende, said,
"The remarks were outrageous, wrong, and beneath contempt."
Other Dutch officials were also quick to respond. A spokesperson for the Dutch Defence Ministry released a statement regarding Sheehan's claims, saying that they were "absolute nonsense" and that gay Dutch soldiers often work alongside the U.S. military in its NATO mission in Afghanistan.
Dutch Foreign Minister Maxime Verhagen remarked that General Sheehan's statement was "the bizarre private opinion of someone without an official function."
In Washington, Renee Jones-Bos, the Dutch ambassador to the United States, said there was no evidence that his claims were correct.
During his testimony during the Senate Armed Services Committee hearing, Sheehan told Senator's that the Srebrenica massacre, in which 400 Dutch soldiers serving as United Nations peace-keepers were outnumbered by heavily armed Bosnian Serb forces, and the resulting murder of 7,000 Muslim men and boys by the Serbs, was caused by the decision to include gays in the Netherlands' military. He cited that as the reason the force was unable to handle the Bosnian Serbs. Sheenan also said that was done to "socialise" the Dutch nation's armed forces after the Cold War. The Netherlands integrated gay soldiers into its military in 1974.
Sen. Carl Levin, D-Michigan, chairman of the committee, asked Sheehan whether Dutch leaders told him that gay soldiers weakened the military.
"Yes, they did," Sheehan said. "They included that as part of the problem."

John J. Sheehan...what a piece of work.
After his contemptable statement about gays in the Dutch military, claiming the Dutch military chief of staff told him they were to blame for the Bosnian massacre, we get responses. One of the first came from said military chief who denys such a statement.
Former General Sheehan now works for Bechtel International, one of the largest military contractors in the world. I imagine 35 years of dealing with Bechtel in his military capacity allowed the general to build up quite a cozy relationship with this company. Not unusual, major military contractors are loaded with former military staffers who made sure to send business their way in exchange for future jobs.
I imagine his masters degree in government will serve him well as a senior vice president in the company. It's no secret that Bechtel and many others use ex-military men to lobby for their business. They have to find some way to cut corners when seeking those large military contracts.
As for Sheehan's comments, what do you expect an Irish Catholic to say? He's a puppet to his religion. He sucks up to that Vatican full of child molesters. I am disgusted by his behavior.
