As far as I can tell there is nothing in this story. I know pretty much everyone in local government who would have to handle the privacy issues of such a scheme and have asked them for comment. So far none has remarked either way about it.
Frankly the targets of such an operation are deeply unattractive people in all senses of the word. You only have to look at Bog Brother.
