My first thought with stories like this is that somebody is trying to find their 15 minutes of fame. But on deeper consideration, there is much that I do not understand. This lad mentions in the clip that it's OK to dress like you want gay or straight. I really never got into clothes as an expression of myself and I am at a loss.
I think it's rather targeted. But if the school has particular attire policies I think they are within their right to ensure compliance.
My school used to have a "natural hair tones" policy when bleached hair was fashionable. Boys (and girls) that bleached their hair were told it was against school policy and to change it to a more natural hair tone.
If his attire is within the bounds of the school regulations other than the spurious "distraction" rule then they are just being discriminatory. School attire rules should not be along lines that require gender compliance.
