He is to be deported because he has failed to prove it.

Put this into your own context. You are in a foreign country and will face real harm if you cannot prove you are gay. You do not have any friends or family available to you at all, ever.  Now, prove you are gay.

Frankly, we think such laws are silly. They do young people more harm than good. How can you possibly ask questions on a gay forum without coming out to your parents if you need consent?
