In the UK we have The Sexual Offences Act 2003 which succeeds in criminalising children for doing childish things. A trial was just brought to prosecute two small boys for allegedly raping a small girl. Even before today's collapse of the trial it was obvious that bringing the prosecution was unlikely to be in the public interest, and that it was ridiculous to put the alleged victim and the alleged rapists through the trauma of a trial.
